At the beginning of the session, the Cabinet was briefed on the content of the telephone call that His Royal Highness the Crown Prince and Prime Minister – may God protect him – received from His Excellency the President of Ukraine, and on the consideration of the reports between the two countries that took place during this, and the emphasis on the Kingdom’s commitment to and support for international efforts aimed at resolving the (Ukrainian-Russian) crisis politically.
The Council then discussed the results of the Kingdom’s participation in some international meetings in recent days, as part of its efforts to strengthen solidarity with brothers and cooperation with friends, and to contribute to every effort in the service of justice and peace, and achieve stability and prosperity for the people of the region and the world.
In this context, the Council of Ministers highlighted the content of the speech of His Royal Highness the Crown Prince and Prime Minister – may God protect him – at the extraordinary meeting of the leaders of the BRICS group and the countries invited to join on the situation in Gaza, and the call for a comprehensive cessation of military operations, protection and relief of civilians, and the emphasis on the Kingdom’s firm position is that there is no way to achieve security and stability except through the creation of an independent Palestinian state with East Jerusalem as its capital.
His Excellency the Minister of Information, Salman bin Youssef Al-Dosari, explained in his statement to the Saudi Press Agency after the session that the Council renewed what the Kingdom confirmed during the virtual summit of the countries’ leaders of the G20 under the Indian Presidency, of its commitment to continue global efforts to address climate change and to attach a high priority to the implementation of the Common Framework. This reflects the interest in strengthening international cooperation in various fields and finding concrete solutions to support the global economy.
The Council of Ministers spoke about the outcomes of the Fifth Arab Water Conference held in Riyadh, highlighting the Kingdom’s active role in addressing regional and international water challenges. Including the initiative to establish a global water organization and innovate technical solutions that support the achievement of sustainable water security.
The Council examined the topics on the agenda, including topics under consideration by the Shura Council, as well as the conclusions of the Council on Economic and Development Affairs, the Council on Political and Security Affairs, the General Committee of the Council of Ministers, and of the Council of Experts of the Council of Ministers, the Council concluded the following:
First of all
Approval of a memorandum of understanding between the Ministry of Energy of the Kingdom of Saudi Arabia and the Ministry of Energy of the Republic of Kazakhstan for cooperation in the field of energy.

Authorizes His Royal Highness the Minister of Energy, Chairman of the Board of Directors of the Nuclear and Radiological Regulatory Authority – or his representative – to discuss with the Kuwaiti side a draft memorandum of understanding for cooperation in the field of nuclear safety and Radiation Protection between the Nuclear and Radiological Regulatory Authority in the Kingdom of Saudi Arabia and the Radiation Protection Department of the Ministry of Health in the State of Kuwait, and sign it.

Authorizes His Highness the Minister of Foreign Affairs – or his representative – to discuss and sign with the Arab Gulf Development Program (AGFUND) a draft memorandum of cooperation in the field of support and technical assistance between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Arab Gulf Development Program (AGFUND).

Approval of a memorandum of understanding on the principles of the India-Middle East-Europe Economic Corridor.
Fifth
Authorizes His Excellency the Minister of Industry and Mineral Resources – or his representative – to discuss with the British side a draft memorandum of understanding between the Ministry of Industry and Mineral Resources of the Kingdom of Saudi Arabia and the Ministry of United States Business and Trade Kingdom of Great Britain and Northern Ireland for cooperation in the field of mineral wealth.

Authorizes His Excellency the Minister of Health – or his representative – to discuss and sign with the Belarusian side a draft memorandum of understanding for cooperation in the health field between the Ministry of Health of the Kingdom of Saudi Arabia and the Ministry of Health of the Republic of Belarus.

Approval of a Framework Partnership Agreement between the Royal Commission for the Governorate of AlUla in the Kingdom of Saudi Arabia and the Georges Pompidou National Center for Arts and Cultures of the French Republic to collaborate on contemporary art exhibition projects in AlUla.

Authorizes His Excellency the Minister of Commerce, Chairman of the Board of Directors of the General Authority for Small and Medium-sized Enterprises – or his representative – to discuss with the Pakistani side a draft memorandum of understanding between the General Authority for Small and Medium-sized Enterprises and Medium Enterprises in the Kingdom of Saudi Arabia and the Small and Medium Enterprises Development Authority affiliated to the Ministry of Industry and Production of the Islamic Republic of Pakistan for cooperation in the field of small and medium enterprises and sign it.

The Council of Ministers also examined some general topics on the agenda, including the annual reports of the Ministry of the Environment, Water and Agriculture, the General Organization of Social Insurance, the Public Health Authority , the Capital Market Authority, the General Competition Authority, the General Authority for Exhibitions and Conferences and the Saudi Energy Efficiency Center, as well as the Support and Liquidation Center, and the Council has taken the necessary measures regarding these problems.
