Project Development and Grants Manager – Syria and Iraq – Syrian Arab Republic

About the role:

This is a 12-month contract with the possibility of extension. This is an alternative position, unaccompanied terms and conditions, based in Syria, frequently traveling in all areas of focus program intervention, salary level 3 (€39,911 to €44,346)

You will report to the Program Director (PD) and work directly with the Deputy Program Director (DPD), Program Coordinator (PC), Program Manager (PM), and also liaise with Finance and Logistics staff. You will work closely with supervisory officials focusing on Syria and Iraq in Dublin, coordinating the development and submission of concept notes, proposals and reports.

The Program Development and Grants Manager will liaise closely with implementing partners to coordinate program cycle management, including reporting, contracting and proposal development. You will be responsible for managing a Communications Officer, ensuring compliance with internal and donor visibility requirements, supported by Concern’s Dublin communications department.

We expect you to start work in December 2023.

Your purpose:

The Program Development and Grants Manager (PDGM) is the focal point for proposal development, reporting and grant management for all awards in Syria and Iraq. The PDGM is responsible for building the proposal development and reporting capabilities of key project management personnel. Under the guidance of the PD and in coordination with the PC, the Dublin Responsible Officer and the Regional Technical Advisor, the PDGM will facilitate the development of new concept notes and full proposals, ensuring familiarity and compliance with organizational and donor templates and deadlines. The PDGM is also responsible for ensuring that all reporting and submission deadlines are appropriately scheduled and adhered to, and that all documents are finalized to professional standards. Under the National Communications Plan, the PDGM will provide guidance and support to communications officers in the production of communications materials such as briefings, promotional documents, infographics and case studies. The PDGM will work with the Deputy PD to provide ongoing oversight of the national fundraising strategy, ensuring follow-up to program and grant management meetings. Throughout, PDGM will support the mainstreaming of Core Humanitarian Standards (CHS) and protection, gender and equality throughout the Country of Focus programme.

In this role you will:

Program development

  • Support funding opportunities and the development of concept notes and proposals under the direction of the project leader, ensuring internal and external deadlines are met.
  • Support the drafting of funding strategies for national plans by identifying sector-specific funding gaps.
  • Establish and maintain a funding tracking system to monitor the funding pipeline for state programs and ensure that new proposals are optimally targeted to critical gaps and funding needs. Update and maintain the report tracking system for national programs in coordination with the Dublin supervisory official.
  • Support PCs and PMs in mainstreaming cross-cutting issues and quality standards across all programs through the use of focus HQ checklists and learning from MEAL reports.
  • Coordinate, review and prepare monthly program reports for review by the Program Director.
  • Maintain files of key organizational information required for proposals and all previously submitted proposals for study and future reference on Concern’s Grants Management System (GMS).

Grants Management

  • Responsible for overseeing all grants for the Syria and Iraq program, highlighting and directing required reporting and proposal commitments from relevant donors from a compliance perspective, setting timelines, and providing feedback on drafting portions of the document.
  • Review GMS records to ensure accurate record keeping of national program grants, including reporting deadlines, and follow up with responsible officials, Concern US and PD to upload final versions of donor reports and other centrally maintained documents.
  • Support national initiatives by increasing the use of GMS, working with Dublin on role-specific training. Improve the team’s ability to use the GMS platform and inspire more active use of the software.
  • Set up and attend timely and effective grant opening and grant closing meetings.
  • Support monthly operational calls with PCs and PMs.

communication

  • Coordinate with country staff and Dublin Communications to ensure timely development of case studies and other visibility materials in line with Focus on Syria and Iraq communications strategy, organizational guidance and donor requirements.
  • Produce quarterly (or agreed) program updates, newsletters, briefings and information packs for internal and external distribution in accordance with organizational policy.
  • Develop infographics relevant to the scope and scale of Concern’s work as needed, structuring information for use within the Information Management team, such as information from dashboards and GIS mapping.
  • Build national program capacity to develop relevant and engaging communication materials.

human resource Management

  • Line-manage communications officers to ensure high-quality content collection and develop materials to reflect national program efforts and population needs.
  • Ensure the ongoing development of the Communications Officer, including setting targets and ensuring the implementation of performance development reviews and obtaining technical input from Dublin Communications.
  • Ensure all staff adhere to the scheme participant protection policy and code of conduct.

To respond to emergencies:

  • Participate in and contribute to Concon Group’s emergency response when necessary, for example, by coordinating closely with department leadership to compile information on Concon Group’s emergency response and absorptive capabilities and briefings to be shared with management.

Your skills and experience will include:

basic:

  • Bachelor’s degree in project management, development, business or related field. A master’s degree in a relevant field is an added advantage.
  • At least three (3) years of relevant field experience (at least two years overseas), experience in developing and managing budgets, familiar with donor (e.g. ECHO, BHA, Irish Aid, etc.) proposal development and compliance, documenting lessons learned , and develop case studies and communications materials for diverse audiences.
  • Planning knowledge in (some of) the following sectors: Education, Food Security, SNFI, Conservation, WASH, Livelihoods, Humanitarian Response, Resilience and Durable Solutions.
  • Experience working in a high-pressure, results-oriented and dynamic environment
  • Excellent planning, organizing, analytical, problem-solving, communication and interpersonal skills
  • Experience producing high-level writing, including writing monitoring and evaluation reports, internal and donor reports, and proposal writing
  • Strong computer skills, especially Microsoft Office and Excel
  • Excellent English speaking and writing skills.
  • Experience working in unsecured, unstable and remotely managed environments.
  • Strong attention to detail and experience refining and editing professional-grade content
  • Proven experience of actively learning from on-the-job experiences and applying learnings to new initiatives.

We also want:

  • Being able to speak, read and write Arabic is an asset.
  • Previous experience working on the Syrian crisis.
  • Affinity to organizational values, mission and vision, commitment to humanitarian principles
  • Familiarity with United Nations coordination mechanisms (cluster approach)
  • Experience producing publishable content, including using Adobe InDesign, Lightroom, and other design and publishing software
  • Experience creating systems, processes and tools for organizational management, monitoring and evaluation, and reporting systems
  • Experience writing and managing the development of multi-million dollar humanitarian proposals
