I think his humane side is superpower – the ability to experience empathy and compassion. That monologue is actually about the fact that if even one person is treated wrongly, then everyone is to blame. This is the whole essence of the new Captain. This Captain America is for everyone, not only for blacks or some specific people, he is Captain America for everyone.
