Chegou passed Senate Provisional Measure (MP) 1177/23, providing Orçamento with a special credit of R$200 million for 2023 to fight avian influenza. It was approved by the Chamber of Commerce in Q4 (27) and was originally scheduled for October 3, then lapsed, but the letter of credit was not released with the MP version.
Second, government action to prevent and combat Highly Pathogenic Avian Influenza (HPAI) is necessary because of the presence of multiple infected wild birds in the country. The credit is open to the Unified Agricultural Health Care System (Suasa) of the Ministry of Agriculture and Livestock.
Planned actions include the relocation of official veterinary services and international agricultural monitoring equipment, as well as other necessary equipment such as firefighters, civil defense and military; labor contracts; acquisition of personal protective equipment, sample collection materials, disinfectants, tarps and spray pumps ; payment of compensation; acquisition of roads and excavators; purchase of laboratory materials; and investment in biosecurity infrastructure.
Another purpose of the additional credit is the construction of roads and arches, as well as equipment for spraying disinfectants diluted with water for external disinfection of vehicles to contain the virus; machines and materials to reduce the number of birds. According to the government, the measure was developed jointly with the Ministry of Health, the Ministry of Environment and Climate Change, the Brazilian Institute of Environment and Renewable Natural Resources (Ibama), and Civil Protection and national organizations.
The MP edited this in early June, when an outbreak of avian influenza was confirmed in Trinta-Ráis-Real, a wild bird species in Ubatuba (SP). Other cases have been confirmed in Rio de Janeiro, Espírito Santo and Rio Grande do Sul states.
The latest data released by the Ministry of Agriculture shows that as of the afternoon of the 6th Canton Fair (29th), 112 cases of bird flu have been confirmed across the country. Each outbreak was an epidemiological unit (where birds were individually treated and fed) in which only one case of disease was confirmed. Two cases were recorded, 109 of which were found in migratory birds and only three in farmed birds fed to two owners. There are currently no cases of birds being traded.
