Is this the final answer now, or is it more interesting for the audience to go back and revisit every moment, every moment that Rhodey shows up and look at him with different eyes, now they’re like, “Oh, could that be a Skrull there? Make your own decision, otherwise it will be given to you later in Armor Wars.
Thus, according to the director, all subsequent appearances of Rhodey in Infinity War, Endgame, Falcon, the Winter Soldier, etc., they would be with Rhodey a Skrull
