About the role:
This is a new 12-month (renewable) position, unaccompanied, based in northern Syria with intermittent travel, at a salary level 4 (annual salary of €44,133 to €49,038).
You will report to the Interdepartmental Working Group Coordinator of the Northeast Syria Forum. You will be responsible for line management of the Deputy National Emergency Coordinator and Information Management Unit. You will liaise with NES NGOs and the United Nations. You will also represent NES NGO-led external response and coordinate emergency response working groups.

Your purpose:
You will be responsible for NES response emergency preparedness, response management, contingency planning and capacity building alongside the emergency response team within NES FORUM. Syria is defined as one of the most complex emergencies, facing a host of man-made, natural and pandemic emergencies. Every year, some conflict or insecurity emergency occurs at the local, regional or national level, resulting in displacement. Weather patterns are becoming increasingly unpredictable, leading to worrying situations in the agricultural sector such as floods and dust storms. The person in charge of this position will coordinate with the United Nations to develop unified emergency plans, response plans and emergency response management. The position holder will manage two positions, the Deputy Emergency Coordinator and the Information Management positions, both national positions.
In this role you will:
Emergency Monitoring and Preparedness
- Establish and update the NES Emergency Response Plan (ERP) to respond to a range of emergencies, including but not limited to conflict displacement, natural disasters, severe and unexpected service failures, etc. ERP development requires facilitating interdepartmental workshops, reviewing background analysis, and defining clear response scenarios.
- Ensure that the ERP is regularly updated and remains relevant and useful in response to the NES and is consistent and harmonized with the WoS approach wherever possible.
- Review existing departmental work response plans based on the NES scenario and make recommendations to the ISWG on necessary changes in design and functionality.
- Provide induction, training and refresher training to ERP department work coordinators.
- Support the capacity building of NGOs within the NES, based on localization and strengthening of local capacities, based on broader tools and systems to ensure emergency preparedness, monitoring and response.
- Where applicable, represent Northeast Syria in United Nations contingency planning, scenario planning and reviews for Syria, with a focus on prioritizing and integrating emergency preparedness operations for the NES response.
- Regularly monitor and report on emergency trends in northeastern Syria. Using external and internal data, conduct an analysis of possible humanitarian needs and make recommendations to the ISWG Coordinator on situations that may require response or preparedness.
- Ensure that the ERP maintains an emergency alert system that is fully functional, appropriate for the environment, and user-friendly. Regularly assess the use and accessibility of alert systems by a range of humanitarian and community actors and make adjustments as needed.
- Develop a strategy to disseminate information about EPR availability and capabilities, how to report alerts, and how to request responses. Ensure consistency and coordination with the wider humanitarian system and other existing response mechanisms.
- Under the guidance of the ISWG Coordinator and in collaboration with the NES FORUM, support the pre-positioning and operational preparation of the NGO partner network as needed.
emergency response management
- Lead coordination to provide rapid and effective emergency response based on emergency situations under their respective “working groups” and keep the NES Forum informed of the situation.
- Ensures all emergency alerts are rapidly assessed and responses are developed as appropriate to support the Department Working Group Coordinator.
- Coordinates inputs required to develop briefings, field reports and background updates during emergency response, with support from the Departmental Working Group Coordinator.
- Establish a framework to develop departmental responses during a multi-agency response to ensure coordination among all relevant departments.
- Ensures coordination of data collection during emergency response, including coordinating rapid needs assessments across multiple partners and departments.
- Work with partners’ Monitoring, Evaluation, Accountability and Learning (MEAL) departments to oversee post-response reflection and evaluation, including analysis of customer feedback.
- Work with the Sector Working Group Coordinator to ensure productive coordination with the United Nations system, humanitarian forums, NGOs and local authorities.

- Ensure the highest level of accountability by ensuring good communication and information sharing within and outside the project and involving staff, beneficiaries and other stakeholders at all stages of the project cycle.

- Contributes to all aspects of emergency response as appropriate.
- Undertake tasks assigned by the ISWG or NES FORUM Director.
This position requires a highly organized and dynamic individual with the ability to achieve results in a demanding environment.
Your skills and experience will include:
basic
- At least five years’ experience managing emergency humanitarian projects in complex operating environments, including situations of armed conflict.
- Experience leading a multi-agency emergency response required. Understanding inter-agency rapid response mechanisms such as EPRM is highly recommended.
- Strong understanding of the humanitarian system and the roles/responsibilities of key external actors.
- Experience working with national NGOs and local partners in emergency management.
- Experience coordinating across departments and the ability to communicate and balance priorities with a range of stakeholders.
- Excellent project management and reporting skills.
- Strong financial management skills, including budget management, financial forecasting and expense plan management.
- Excellent written and spoken English skills are required, and proficiency in Arabic is an advantage.ability
