The European Commission recommended this Thursday to the Member States limit the validity of the digital covid certificate to nine months, taking into account that the protection of vaccines decreases over time, and start giving booster doses to the entire population.

Brussels presented its recommendations for facilitate travel both between countries of the European Union (EU) and from abroad. The new provisions, which must be approved by the Member States, would start to apply starting next January 10.

Contagions on the rise

Coronavirus infections have increased in recent weeks across the EU, but the situation is especially worrying in countries where the percentage of vaccinated is lower.

“65% of the total vaccinated EU population is not enough for everyone to travel and live as safely as possible, we must urgently achieve significantly higher vaccination rates ”and“ strengthen our immunity with booster vaccines, ”said European Health Commissioner Stella Kyriakides on Thursday.

Validity of the COVID certificate

Since last summer, EU countries have issued more than 650 million covid certificates, document that certifies a complete vaccination schedule -two doses in the case of the Pfizer, Moderna and AstraZeneca vaccines and one injection in the case of Janssen-, having passed the disease, or having a negative test.

Brussels proposes that the certificate expire 9 months after the last injection and that in order to renew it, a booster dose be received. The new recommendation aims to prevent countries from adopting divergent validity periods.

Brussels has taken into account the opinion of the European Center for Disease Prevention and Control (ECDC), which recommends the administration of booster doses from 6 months and has added an additional period of 3 months to ensure that national vaccination campaigns can be adjusted and citizens can have access to that dose.

Travel in the EU

Brussels proposes a new “people-based” approach and not in the epidemiological situation of the country of origin.

In this way, those who have a covid certificate should not in principle “be subjected to additional restrictions, such as covid testing or quarantine”, Said at a press conference the European Commissioner for Justice, Didier Reynders.

Those restrictions would only apply to travelers who do not have a covid certificate digital.

The EC proposes, on the other hand, that exempted cross-border travelers, children under 12 years of age and essential workers have certain travel requirements, as many have had the opportunity to be vaccinated ”.

Travel from third countries

The European Commission proposes that all those vaccinated in third countries can enter the European Union automatically from next March 1 regardless of where they come from, although those immunized with drugs not approved by Brussels will have to have a PRC.

They will also be able to enter within the European Union, regardless of the country they come from, those who have a Covid recovery certificate, also presenting a PCR.

Finally, minors under 18 years of age may enter without having to be immunized, but also presenting a PCR.

Until now, the EU allowed to enter its territory, in principle, travelers considered “essential”As well as those who came from a list of about 20 countries considered safe, However, Member States have acted freely on many occasions since the start of the pandemic.

Epidemiological Mpaa

The Commission proposes adapting the color map used by countries to decide on possible restrictions.

In the future, I would combine the new cases (incidence rate) with the reception rate of vaccines in the region and the rate of screening tests performed. In addition to being informative, the map serves to coordinate measurements for areas of virus circulation with a very low level (green) or particularly high (Red Dark).

Travelers in “green” areas should not be restricted, while travel to and from “dark red” areas should be discouraged. and people who are not vaccinated or have not recovered from the virus should be required to be screened before departure and to self-quarantine after arrival.

Emergency break

The EC raised this Thursday, on the other hand, a procedure of “emergency break” (intended to delay the spread of potential new covid variants or address serious situations) simplified and “More operational”.

The Council must give the green light to the proposal for it to enter into force and once it is adopted It will be up to the Member States to apply the measures set out in the recommendation.
