Talks between the Kingdom and some countries

At the beginning of the session, the Cabinet was briefed on the content of the talks held between the Kingdom and some countries in recent days, including the message that His Royal Highness the Crown Prince and Prime Minister – may God protect him – received from His Excellency the President of the Republic of Kenya.

Caricom Summit

The Council praised the results achieved by the Kingdom of Saudi Arabia and the Caribbean Community (CARICOM) Summit, which will have a positive impact on strengthening relations between the two sides at multilateral and bilateral levels and broadening the scope of cooperation in various fields, as well as consolidating common action in the fight against climate change and protecting the environment and supporting sustainable initiatives for clean energy.

The Council of Ministers said that the summits hosted by the Kingdom this year embody the status and appreciation that this country enjoys internationally, and reflect its desire to strengthen cooperative ties with brotherly and friendly countries and blocs international organizations, and its crucial role in achieving security, stability and prosperity in the region and throughout the world.

Regional and international developments

His Excellency the Minister of Information, Salman bin Youssef Al-Dosari, explained in his statement to the Saudi Press Agency after the session that the Council of Ministers followed regional and international developments, especially the developments of the situation in the Strip of Gaza, reiterating the Kingdom’s request for the need for an immediate ceasefire and the activation of international accountability mechanisms in the face of the continuous violations and brutal practices and inhumane crimes committed by the occupation forces against defenseless civilians, health facilities and teams of assistance.

The Council of Ministers promised to re-elect the Kingdom as a member of the Executive Council of the United Nations Educational, Scientific and Cultural Organization (UNESCO) for the period (2023 to 2027 AD), in order to strengthen the its efforts at international cooperation, achieving strategic goals and its vital role in participatory work.

Developments of the national economy

The Council outlined the most important developments in the national economy and what the relevant statistics and indicators have recorded regarding the inflation rate which continues to slow down for the (fifth) consecutive month. This reflects the strength of the economy and the effectiveness of the measures and measures taken timely by the State to cope with global increases in inflation levels.

The Council of Ministers appreciated the new discoveries made by the Saudi Arabian Oil Company (Saudi Aramco) in the Eastern Region and the Empty Quarter, which will contribute, God willing, to increasing reserves of wealth and resources. This supports the Kingdom’s leading position in the global energy sector.

The Council examined the topics on the agenda, including topics under consideration by the Shura Council, as well as the conclusions of the Council on Economic and Development Affairs, the Council on Political and Security Affairs, the General Committee of the Council of Ministers, and of the Council of Experts of the Council of Ministers, the Council concluded the following:

Decisions

In the first place:

Authorizes His Royal Highness the Minister of Energy – or his representative – to discuss and sign with the Vietnamese side a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Socialist Republic of Vietnam for cooperation in the field of energy energy.

secondly:

Authorizes His Royal Highness the Minister of Energy – or his representative – to discuss and sign with the Czech side a draft memorandum of understanding in the field of energy between the Ministry of Energy of the Kingdom of Saudi Arabia and the Ministry of Commerce and Industry in the Czech Republic.

Third:

Approval of a memorandum of understanding between the Ministry of Energy of the Kingdom of Saudi Arabia and the OPEC Fund for International Development.

Fourth:

Approval of a Cooperation Agreement in the field of arrival of pilgrims and Umrah pilgrims between the Government of the Kingdom of Saudi Arabia and the Government of the Islamic Republic of Pakistan.

Fifth:

Approval of a memorandum of understanding regarding the establishment of the Saudi-Georgian Coordination Council and its signature by His Highness the Minister of Foreign Affairs.

Sixth:

Approval of a memorandum of understanding for cooperation in the cultural field between the Ministry of Culture of the Kingdom of Saudi Arabia and the Ministry of Culture of the State of Qatar.

Seventh:

Approval of a memorandum of understanding for cooperation in the tourism sector between the Ministry of Tourism of the Kingdom of Saudi Arabia and the Ministry of Tourism of the Kingdom of Bahrain.

Eighth:

Authorizes His Excellency the Minister of Education – or his representative – to discuss and sign with the Turkish side a draft memorandum of understanding between the Ministry of Education of the Kingdom of Saudi Arabia and the Ministry of National Education of the Republic of Turkey for cooperation in the field of public education.

Ninth:

Authorizes His Excellency the Minister of Trade, President of the Board of Directors of the General Authority for Foreign Trade – or his representative – to discuss and sign with the Maldivian side a draft memorandum of understanding between the General Authority for Foreign Trade Abroad in the Kingdom of Saudi Arabia and Ministry of Economic Development of the Government of the Republic of Maldives in the commercial field.

Tenth:

Approval to extend the implementation of the Agreement concluded between the Government of the Kingdom of Saudi Arabia and the Government of the French Republic for the avoidance of double taxation with respect to taxes on income, inheritance and inheritance, and of the Protocol annexed thereto.

eleven :

Authorizes His Excellency the Minister of Communications and Information Technology, Chairman of the Board of Directors of the Commission on Communications, Space and Technology – or his representative – to discuss and sign a project with the Organization for Digital Cooperation of memorandum of understanding between the Communications, Space and Technology Commission Technology Commission in the Kingdom of Saudi Arabia and Organization for Digital Cooperation, in the field of communications and information technology.

Twelfth:

Approval of a Memorandum of Understanding between the General Authority for Small and Medium Enterprises (Monsha’at) of the Kingdom of Saudi Arabia and the Small Industries Development Bank of India (SIDBI).

Thirteen:

Creation of a program in the budget of the Ministry of Municipal, Rural and Housing Affairs with the name (establishment of a center for monitoring the performance of operational services and services in cities).

Appointment of Dr. Samar bint Abdullah Al-Qahtani, Dr. Essam bin Abdulaziz Al-Ammar, Dr. Amr bin Munir Al-Shurafa, Engineer Nasser bin Abdullah Al-Wahaibi and Professor Manal bint Ibrahim Al-Mushrif, as members of the Board of directors of the Electricity and Water Authority, made up of specialists and experience in sectors linked to the Authority’s activity.

Fifteenth:

Approval of the final accounts of the Water and Electricity Regulatory Authority and the General Food and Drug Authority for the previous fiscal year.

Sixteen:

Approval of promotions to the (fifteenth) and (fourteenth) grades, as follows:

Ammar bin Abdullah bin Abdulaziz Al-Ammar has been promoted to the position of (senior financial advisor), grade (fifteenth), at the Ministry of Interior.

Ali bin Abdullah bin Muhammad Al-Anqari has been promoted to the position of (Senior Business Consultant), grade (fifteenth), at the Ministry of Interior.

– Fahd bin Othman bin Muhammad Al Mazroua is promoted to the position of (Senior Business Advisor), grade (fifteenth), at the Ministry of National Guard.

Dr Ali bin Attiya bin Hamad Al Jaber has been promoted to the position of (Senior Business Consultant), Grade (Fifteenth), in the Ministry of Municipal and Rural Affairs and Housing.

Abdul Majeed bin Abdullah bin Abdulaziz bin Nafisa has been promoted to the position of (Legal Advisor), Grade (Fourteenth), in the Ministry of National Guard.

– Faisal bin Dakhil Allah bin Faraj Al-Ruqi Al-Otaibi is promoted to the position of (Director General), grade (fourteenth), in the Ministry of National Guard.

Nouf bint Saleh bin Abdullah Al-Ruwait has been promoted to the position of (General Director) at the fourteenth grade in the Ministry of Municipal and Rural Affairs and Housing.

Atallah bin Aziz bin Hattab Al-Aslami Al-Shammari has been promoted to the position of (Business Consultant), grade (fourteenth), in Hail Region Municipality.

Riyad bin Fayez bin Abdul Rahman Al Yahya Al Shehri has been promoted to the position of (Computer Engineering Technology Consultant) in the fourteenth grade at the Ministry of Finance.

– Adel bin Saad bin Abdullah Al-Buri is promoted to the position of (Director of the Minister’s Office), grade (fourteenth), in the General Secretariat of the Council of Ministers.

The Cabinet also reviewed a number of general agenda items, including the annual reports of the General Corporation for Saudi Arabian Airlines, the Institute of Public Administration, the National Institute for Professional Development of Education, of the University Higher Education Fund, the Horse Racing Club and the National Program for the Development of the Information and Technology Sector, and the Council has taken necessary measures regarding these matters.
