China’s Permanent Representative to the United Nations, Zhang Jong, said that the reason for vetoing the draft resolution was that it did not call for an end to the “indiscriminate and asymmetric use of force.”

The draft resolution, which was rejected by the United States, states that “the terrorist attacks carried out by Hamas on October 7 are strongly condemned” and that states have the right to defend themselves.

The rejected draft resolution includes a call on all parties to fulfill their obligations under international law and a request to take steps to prevent “the supply of weapons to all terrorist organizations, including Hamas, in Gaza.”
After the United States voted, the Russian draft resolution calling for a humanitarian ceasefire in Gaza was put to a vote. The bill received 4 “yes” votes, 9 “abstentions” and 2 “no” votes.
The Russian bill was thus rejected, which received a “no” vote from the permanent members, the United States and the United Kingdom.
In a statement after the vote, Russia’s Permanent Representative to the UN, Vasily Nebenzia, said the countries acted taking into account their national interests and accused the countries that used the veto of “lack of courage.”
Deputy Permanent Representative of the United States to the United Nations Robert Wood said he “would not waste his time” talking about the Russian bill, and said the Russian bill “does not reflect the facts on the ground.”
Britain’s permanent representative to the United Nations, Barbara Woodward, said, “Britain cannot support the Russian bill because it once again neglects to mention Israeli self-defense.” He said.
