considering:
Pursuant to Law No. 24,515, the National Institute against Discrimination, Xenophobia and Racism (INADI) is a decentralized entity of the State Administration, currently under the Ministry of Justice and Human Rights.
Namely, INADI’s responsibility is the investigation, registration, production, systematization and comprehensive analysis of statistical information on equality and diversity in order to formulate national public policies.
Law No. 27,675 establishes the National Commission on HIV, Viral Hepatitis, Other Sexually Transmitted Infections and Tuberculosis, which is composed of representatives of national institutions, scientific associations, civil society organizations working on HIV, viral hepatitis and other diseases, as well as ministerial integration in an inter-departmental and inter-departmental manner. The Network of People with Sexually Transmitted Infections and Tuberculosis and HIV, Viral Hepatitis, Other Sexually Transmitted Infections and Tuberculosis, whose function is to design, monitor and evaluate public policy on this issue.
In accordance with Article 23 of Law No. 27,675 on Comprehensive Response to HIV, Viral Hepatitis, Other Sexually Transmitted Infections (STIs) and Tuberculosis (TBC), the National HIV, Viral Hepatitis, Other Sexually Transmitted Infections (STIs) and Tuberculosis (TBC) Stigma and Discrimination Observatory to publicize, document, prevent and eradicate violations of the human rights of affected people.
Pursuant to Article 23 of Decree No. 805/2022 regulating Law No. 27,675, regulations established by INADI allow the operation of the National Observatory on Stigma and Discrimination Caused by HIV, Viral Hepatitis and Other Sexually Transmitted Infections and Tuberculosis.
The mission of the Observatory is to develop a permanent information system that provides input into the design, implementation and management of public policies aimed at publicizing, documenting, deterring and eradicating violations of the human rights of those affected by them. condition, their family and/or socio-emotional references.
In line with these legal objectives, the challenge is to provide a comprehensive, cross-sector response to discrimination and stigma experienced by people living with human immunodeficiency virus (HIV), viral hepatitis and other sexually transmitted infections (STIs). and tuberculosis – to be determined, INADI commits to cooperate with the above-mentioned committees and other national authorities to guarantee rights and a life without discrimination, as well as to register and monitor those with problems.
Within this framework, the Observatory will focus on human rights, non-discrimination, gender perspective, diversity and interculturality, guided by the principles of holistic, transversal, intersectionality and intersectorality and their correspondence to social models. Disability .
In accordance with Annex 4 of Administrative Decision No. 823/2019, the Institute’s Directorate for Anti-Discrimination Policy and Practice shall assist in the development of programs and projects identified as strategic by national authorities. institution and in accordance with the plan determined by the head of the institution, maps, coordinates and clarifies the different thematic axes of the Institute’s work.
Likewise, in accordance with Annex 4 above, the Coordinating Body of the Anti-Discrimination Research and Observatory relies on the Directorate of Anti-Discrimination Policy and Practice for actions to propose standards, methods and registration and analysis tools for the preparation and collection of data. Collect information related to discrimination, xenophobia and racism, conduct qualitative and quantitative research on specific topics related to discrimination, and establish mechanisms to monitor, track and analyze issues related to discrimination, racism and xenophobia in different media Digital, Audiovisual, broadcast or print mass communication.
The Directorate of Anti-Discrimination Policy and Practice, the Administrative Directorate and the INADI Permanent Legal Service have implemented interventions within their competences.

resolution:
Article 1. – The National Observatory on Stigma and Discrimination for HIV, Viral Hepatitis, Other Sexually Transmitted Infections – STI – and Tuberculosis – TBC, hereafter referred to as the “Observatory”, is established in accordance with the provisions of Article 1. Article 23 of Law No. 27,675 and its regulatory decree.
Article 2 – The “Observatory” will operate under the umbrella of the Coordination of Research on Discrimination and the Observatory, relying on the Directorate for Anti-Discrimination Policy and Practice.
Article 3 – In order to guarantee the representation of the different participants, according to the categories specified in Law No. 27,675, the “Observation Station” will be composed of:
a) One executive secretary.
b) Technical Secretariat.
c) Plenary meeting, the meeting arrangements are as follows:

Article 4.- Designation of the Director of the Bureau for Anti-Discrimination Policy and Practice or the person who will succeed him/her in the future as Executive Secretary of the Observatory and the designation of the head of the Bureau for the Coordination of Research and Observatory on Discrimination or the person who will succeed him/her in the future Will serve as the Technical Secretary of the Observatory.
Article 5 – Approval of the Regulations of the National Observatory on Stigma and Discrimination Caused by HIV, Viral Hepatitis, Other Sexually Transmitted Infections and TBC as Annex I (IF-2023-130270497-APN-DPYPD#INADI), which is part of this resolution.
Article 6 – The Directorate of Anti-Discrimination Policy and Practice is responsible for formulating such additional provisions as it deems necessary for the operation of the Observatory.
Article 7.- The costs required for its operation will be met by the resources allocated for this purpose by the General Budget Law of the Public Administration of the jurisdiction 40 – SAF 202 – State Anti-Discrimination, Xenophobia and Racism Agency.
Article 8.- Communication, publication and provision to the State Official Registration and Archives Agency.
